Under general direction of the employee relations director, represents the employer in negotiations, various resolution processes, and other relationships with employee organizations. Provides technical advice to department managers and employees regarding the interpretation and implementation of various laws and agreements affecting terms and conditions of employment. Trains and supervises the work of assigned staff.

Under limited direction, is responsible for coordinating the design, modification, and implementation of a full range of financial accounting systems, including large, complex, organizationwide systems.

Manages and maintains employee relations according to previously established guidelines, and recommends program goals and objectives. Also helps to maintain and recommend program policies and procedures.

Responsible for all administrative tasks pertaining to Human Resources department functions.

Write, edit, index, or revise a variety of technical, user documentation such as articles, reports, brochures, and/or manuals for a wide range of uses. Collaborate with programmers, engineers, and/or product management during design phase to gain an understanding of the product. Analyze requirements of project to determine types of publications needed. Ensure accuracy and completeness of technical documentation.

Under general supervision, performs a variety of animal control functions in the area of field enforcement and kennel maintenance; performs other duties as required.

Under general supervision performs unskilled and semiskilled work in the county’s recycling program and off-site as necessary.
